City of Greensburg Planning and Development Department, with plan review and UCC inspections by Code Enforcement Agency (CEA) of Jefferson Hills
Residential applications and two sets of plans go to the Planning and Development Office in City Hall, where a CEA representative processes them for plan review; the review report is due within fifteen working days. The Department also administers zoning and occupancy permits. Parcels in Hempfield Township or any other neighbor apply to that municipality instead.

- The City's Inspections page says plan reviews and specialized inspections required by the Uniform Construction Code are conducted by Code Enforcement Agency (CEA) of Jefferson Hills. Residential projects are dropped off at the Planning and Development Office and processed by a CEA representative (read 26 Sep 2026).
- What the Planning Department handles
- Greensburg's Planning and Development Department administers and interprets the planning and zoning codes, runs the building permit process and all occupancy and sign permits, and sets agendas for the Zoning Hearing Board, Planning Commission and Historic & Architectural Review Board.
- Zoning questions in writing
- The City publishes its zoning code and zoning map online and takes specific questions about a property through a Zoning Information Request form. Zoning there governs the use allowed in each area and the placement, spacing and size of land and buildings.
- Sewer tap-in permit for every new build
- The Greater Greensburg Sewage Authority requires tap-in permits for all new construction, one per Equivalent Dwelling Unit (up to 400 gallons per day). New land development proposals tributary to its treatment plant need a DEP sewage facilities planning module; exemption postcards are not accepted.
- The owner maintains the sewer line
- GGSA policy makes the customer responsible for the whole service line from the main to the building. The Authority takes over service sewers under paved public streets only where a watertight cleanout is installed at or near the curb.
