Four stages, in this order. The sequence matters more than it looks: settling who administers the code for your municipality, the sewage soil tests and the site approvals before anything is fabricated is what keeps a Pennsylvania build from stalling.
Land and feasibility
Before design we check who administers the building code for the parcel, what the zoning allows, where the sewage soil tests can pass, how the driveway reaches the road, and what the slope, trees and drainage will cost to deal with.
Design, budget and permits
The floor plan, the frame and the finishes are fixed with you and priced as one project. We prepare the drawing set, apply for the permits in the right order, and answer the plan reviewer's questions.
Site work, foundation and shell
The site is cleared with erosion controls in place, the drive and pad are built, the foundation is poured and inspected, and the frame and envelope go up. Getting the shell closed in before winter is the milestone the schedule is built around.
Trades, finishes and final inspection
Licensed trade contractors handle plumbing, electrical and HVAC; insulation, drywall, cabinets, flooring and fixtures follow. The building passes its final inspection, and you get the keys.
Several approvals, one schedule, one team answerable for it
Pennsylvania has more than 2,500 municipalities, and over 90 percent of them administer the building code locally, with their own staff or an agency they retain. Add the sewage enforcement officer for an on-lot system and the conservation district for larger earth disturbance, and a rural build answers to several offices. What actually decides the price

Clearing, the driveway, the slope, the soils and the distance to power set the site cost, and on a wooded or hilly Pennsylvania lot that can be a large share of the total.

A public water and sewer connection, or a private well and an on-lot sewage system: the second pair adds cost, and the kind of on-lot system the soil allows changes it again.

Size and finish level
Square footage matters, but finishes move a turnkey price more: cabinets, flooring, tile, windows and fixtures can double the cost of the same shell.

Season and schedule
Starting site work in spring and closing in the shell before winter keeps the schedule tight. A late start can mean winter concrete protection or a pause in the site work.
