Zoning approval comes first
The Borough requires a zoning permit before any structure is built, and zoning approval is a prerequisite for CRCA building permit approval. The application form is shared by the Borough and CRCA, so one application serves both; the Borough asks applicants to allow at least 10 business days for initial zoning review.

The Borough's Public Works Department maintains sanitary sewer service for all properties in the municipality, and use of the service is mandatory: it is the only legal means of discharging sewage in the Borough. Sewage is treated at the Penn State plant or at the University Area Joint Authority plant.
