Adams County does not issue building permits; its boroughs and townships do, many through a retained agency. In Cumberland Township, around Gettysburg, building permit, zoning, well and stormwater applications are submitted to the Pennsylvania Municipal Code Alliance (PMCA), while driveway permits on township roads go to the Township. Zoning in Germany and Menallen townships follows the County's ordinance.

County zoning covers two townships
Adams County has adopted a zoning ordinance, but it applies only in Germany and Menallen townships, where anyone proposing a new structure needs an Adams County Zoning Permit. The county Planning Office is also the contracted Zoning Officer for East Berlin Borough; every other municipality administers its own zoning ordinance.

Erosion plans and the building permit
The Adams County Conservation District reviews and approves erosion and sediment control plans for earthmoving sites and administers NPDES coverage for disturbances of one acre or more. Its page notes that where earth disturbance needs an erosion or NPDES permit, a municipality may not issue the building permit until that permit or coverage has been issued.
