The Borough elected to administer the Uniform Construction Code itself. Its Code Enforcement Officer handles plan reviews and issues building permits, coordinating with any construction code official or third-party agency the Borough retains so a permit meets both the code and Borough ordinances. A certificate of occupancy is required before moving in. Surrounding townships issue their own permits.

- By Ordinance 1009 of 20 Oct 2015, the Borough of Stroudsburg elected to administer and enforce the Uniform Construction Code, through its own Code Enforcement Official, retained code officials or third-party agencies, or an intermunicipal agreement, as Council decides by resolution (Borough Code Ch. 5, Part 5).
- Permits and occupancy
- The Borough's Code Enforcement Officer handles plan reviews and issues building permits, and is responsible for new construction including site plan development for residential properties. Anyone moving into a residential dwelling in Stroudsburg Borough must first obtain a certificate of occupancy (Borough website, read 26 Sep 2026).
- Floodplain plans go to the conservation district
- Under the Borough's floodplain ordinance (Ord. 966 of 2013), a permit is required before any construction or development, and plans for building in an identified floodplain area must go to the County Conservation District for review and comment before the Floodplain Administrator issues a permit.
- Sewer and water come from a regional authority
- The Brodhead Creek Regional Authority supplies water in Stroudsburg and has operated the Borough's wastewater treatment plant from the year 2011, when the Borough's sewer department was folded into it. The Borough still maintains the sewer mains, and property owners are responsible for the lateral line from the main to the building.
